Submit a Public Records Request
Filing a public records request under Florida's Public Records Act is pretty easy, and your contribution will help us get a better understanding of ALPR camera placements in the area.
Quick Tips for Filing a Strong Request
- Ask for program records (contracts, policies [such as an agency specific ALPR Guidelines document recommended by FDLE's Florida's Criminal and Juvenile Justice Information Systems Council], locations, audit logs) — the raw plate “hits” are exempt under Florida law.
- Word your requests carefully. If the agency refuses to provide a record or opts to heavily redact almost every portion of the record citing a public records exemption statute, try to receive confirmation that the records or policies you're requesting exist or are on file within the agency.
- Florida public records requests can be completely anonymous, as you are not required to provide your name, show identification, or explain why you need the documents. However, a polite request often gets a faster reply.
- If they quote a fee, ask for a written estimate first and narrow your request if needed.
- Keep a copy of everything. When you get a response, let us know!
Here's a sample template for records you can request from your local police/sheriff/local official's office. Please tailor it down to your specific request items/needs. The agency contact information for your request is provided just a little further down the page:
NOTE: If you know your agency uses a different ALPR system such as Motorola Solutions, Axon, Genetec, Leonardo, or Neology, you can replace "Flock Safety" in your request with a different brand of ALPR.

To [the Custodian of Public Records or Whom it May Concern]:Under Article I, Section 24 of the Florida Constitution and Chapter 119, Florida Statutes (the Public Records Act), I respectfully request copies of the following public records concerning your agency’s use of automated license plate reader (ALPR) technology, including any system provided by Flock Safety, Inc.:
- 1. The agency's current written policy governing ALPR data, including how long license-plate reads, images, and associated data are retained before deletion, and any audit of compliance with that retention period.
- 2. All contracts, purchase orders, invoices, quotes, and budget records concerning Flock Safety or any automated license plate reader (ALPR) system, including the total amount paid and the source of funds (including any grants).
- 3. Records identifying every agency, company, or third party with which the agency shares ALPR data or to which it grants search access — including any data-sharing agreements, the Flock "national" or statewide network opt-in status, and any sharing with federal immigration authorities (ICE/ICE-ERO/CBP).
- 4. The agency's ALPR system audit logs for the most recent 90 days, showing the date, user, agency, and stated reason for each search query, with personal information of uninvolved third parties redacted as authorized by law.
- 5. The agency's written policy or general order governing authorized use of ALPR data, the categories of permissible searches, and any training materials provided to personnel.
- 6. Records sufficient to show the number of ALPR/Flock cameras operated by or accessible to the agency and the location of each camera (including any map, list of installation sites, or right-of-way permits).
- 7. Records describing the "hot lists" or alert sources loaded into the ALPR system (e.g. NCIC, state, or agency-created lists) and any record of false-positive or misidentification incidents.
Please provide responsive records in electronic format via email (PDF or native spreadsheet) where available. If the request cannot be fulfilled electronically via email, a CD-ROM is preferred. If any portion is claimed exempt, please cite the specific statutory exemption for each redaction and produce all reasonably segregable non-exempt portions, as Chapter 119 requires.
The requested documents will be made available to the public, and this request is not being made for commercial purposes. If there are any fees for searching or copying these records, please inform me before filling my request. [NOTE: You can also say, “I am willing to pay fees for this request up to a maximum of $ __________. If you estimate that the fees will exceed this limit, please inform me first." OR “I request a waiver of all fees for this request since the disclosure of the information I seek is not primarily in my commercial interest.”]
